Decrease speed not registered while on mount

This is something people might argue is not a bug, but I see it as a bug none the less. When you get the decreased speed debuff and you go on your horse, you travel at a normal mount speed uneffected by the debuff.

Just wondering if this is intentional or not.

Seeing as how the debuff's in this game last a crazy 5 minutes, I'm not going to complain about regular mount speed while frozen.

also why would you move slower on your mount...the debuff effects "you" not the horse.
