At second, there hasnt been announcement about it so we dont know, probably after the release.

I hope not anytime soon.. Or if they do i hope its not like Fiesta.. Where people with money dominates the game

There are Spark Shop calendar events scheduled starting next Tuesday, so I'm guessing it will open then. I'm surprised it's so soon...
At least PvP in Windslayer is a lot more dependent on skill... I'm sure cash shop spenders will have an advantage, but hopefully it's a smaller advantage, as opposed to Fiesta where you can just beat anyone by spending more on charms and CS potions.
