They are supposed to be a person who helps a new user (that's what mine was :)). However, a lot of people spam to get new users to make them their mentor because mentors gain exp from their mentees.

Becareful who you choose a Mentor.
For the "Mentor" may not live up to its REAL exceptions.
Mentor is someone to help you out,mate.

You're correct, you get a bonus of +20% experience.
