He means, he heard a rumor saying that those above level 25, will be de-levelled to level 25. But I doubt it'll happen, see-ing the amount of work required to remove the skills, re-add the quests so that people can accept them again, making everything back to when you were level 25. Even with a roll-back, its still quite a bit of work that I doubt they'll do.

I haven't heard the that rumor, but I seriously doubt that they'll delevel everyone above 25 back down to 25.
