Fairy Powders ...

At what level do they start dropping off the fairies? Do I need to have the quest to get them? What's the best place to go farm them?

those drops at any lvl, but its very rare drop, not as xens, but takes time to get it

The place where my girlfriend and I farm (mostly her though >.>) is three or four maps south of Candyvault. I'm sure you can also get them from Shaio and Urail (both beside Belteranin), and other maps as well. But the map that I mentioned first seems to be the most accessible.

It may take some time, but the drop rate is much better than leather. To make time fly by faster, be in the mindset of hunting for leather. The fairies are going to aggro you, and you'll get fairy powder in "no time." :P

We're both from the Adeline server. I doubt that there are differences in drops between servers though.

There are also fire fairies and wind fairies east of essene a couple a few maps before chant. If you outlevel the fairies then you can get it from the highlights the first map out of Jot, but it is a much rarer drop from them. I got my last 6 for the level 65 quest from them.
