Like the name.....Can anyone tell me why I am unable to use my Elrue [1] Scroll?

Hit "k", go over to the alchemy tab, choose your 2 skills you want (stones and something else obviously) and drag them to the top, click "okay". You can now learn Elrue [1].

Skill Master Ruby in Roumen (across from Julia).
Click on the green vial looking thing in the box and then hunt the skill down from there.

But where can I find the Stone creation skill? I only have potion and scroll making skills.

You can only have 2 different Production Skills, if you have already learned Potion and Scroll making you can not learn Stone Production as well....
