Ok, so im in Essene, and Seiran gives me a 6,500 WT letter, that i have to bring to this guy names Tecalf. First of all, a 6,500 WT letter makes you walk slower than a snail, and I have no Idea where Tecalf is. Anyone care to help?

I believe the NPC is just southeast of Seiran, just outside of the hotel.

Yup its Tekalpe is the bottom right of Essense, which makes this another typo bug which I guess should be posted in the Bug forum. I don't really recommend doing this cause it takes a looooong time to walk there, not to mention that Tekalpe/Tecalf gives you a response to give back to Seiran (another super heavy letter). I'm in the process of walking back right now and I doubt this 5k reward is gonna be worth the time I spent doing this =/
Edit: FYI, it took me 30min to do this so it's a pretty pointless quest unless you are dying to earn money. That or have something else on hand to do (TV, book, w/e) while you click on your screen every now and then to keep walking.

u can sell weapon drops from monsters and get more money
dont waste ur time on this. and once u accept u cant remove the letter even if u delete the quest

I did it once and it took like 20-30 mins ._.;; (I also knew where the npc were >_>) best not to do it lol

yeah, better getting XP and selling loot for money. i know people that have done the quest 5 times.
there is a point to the quest, something to do in the background. i've done this quest as something to do while busy having a chat on the phone with a friend. it doesn't take much attention, just click a couple of times. also good to do when you're cleaning your busy desk. takes zero attention, and you'll have 5K at the end.
