So far I've found that there is only one place to get new profession skills, and the problem is that the lady doesn't sell the scroll recipe I am looking for.

Any idea where I could purchase the "Power tier 1" recipe scroll? And if there is another place, how to get to there?

you get it from skill master in roumen

Look at the bottom of the purchase screen with skills and click the arrow poiting right. It will open a second page with even more skills - power tier 1 can be found on page 2 or 3 I believe.

The recipe for Power Scroll isn't named correctly. Look for a scroll recipe that require 0 skill and buy it (forgot the name). Learn it and you should be good to go.

Power is actually Accuracy Increase, pretty sure there is not a damage raising scroll, it is just named incorrectly :(
