Missing Production Scrolls

Vitality Tier 2
Shield Increase Tier 2
Speed Increase Tier 2

These are two that I can confirm are missing from the game. I checked all the NPCs at roumen and elderin, and none of them have it available.
If you do a search here on the forum for "production scroll", you will see that I'm not the only one to have noticed this. One user apparently got the Vit[2] production scroll from a piggy bat. Is this possible?
Is this on purpose? Are these supposed to be unavailable on purpose?
Note that the Tier 3 scrolls are available from the Eld NPC for some fame, so why are just some Tier 2 scrolls missing?

Are any GMs gonna reply to this i would really like to know? Im sure Tier 2 Scrolls we available and worked fine in CB but I could be wrong.

I cant seam to find the Tier 1 scroll of sheald increase, but youd think it be in the starting town.

i think that's a mislabel. there's 2 magic def's in rumon. just buy them both, one of them is the shield one.

but that's unrelated to this missing production skill problem that thread is about - just to be clear.

I was told by more than 1 over the last 2 weeks that the scrolls you are looking for got removed for the time being pending a re-balance, and may or may not be returning with an upcoming patch. I am not sure how accurate this info is, but it's the only logical answer I've received and the info overlapping appears consistant.

you're probably right. i hope it will come out in the next patch (when is that supposed to be anyway?).

as for balancing, the tier2 scrolls already cost quite a bit to make - in terms of materials. you have to grind in a place harder than moonlight tomb in order to get the non-low quality drops. which pretty much excludes any single person lower than level ~37 from soloing the grind and getting drops. plus the 9s price for the scrolls themselves helps exclude lower level players from making t2 scrolls. just my two cents.

OMG:eek: the piggy bats muz haf stolen the Shield Increase Tier 2 and Vitality Tier 2 production skill from Skill Master Ruby.. :p

i'm having the same problem wif Shield Increase Tier 2.. :(
