Just a quick question, what is the point of upgrading this skill, except for paying more mana per use?

Probably lets you teleport farther. Haven't tested it to confirm, though, my mage isn't high enough for level 2 yet.

I kept it at level 1 because I feel I teleport at same distance when level 1 than when I'm in STD arena.

it would be easy to test, if we place two mages with lvl1 & 2 on the same spot. If someone wants to try it with me, I have lvl1 or you take a screen on the result if you try it.
I would also know the difference between spell range 1, 2, 3 and so on.

Effective range increases the range of your spells, it works well.

i upgrade my tele...
cause i can double tele..
ppl say its a lagg..
but can do it once or twice if i want to...
so its not lagg...u just have to know how to do it thats all..n im not giving away free lesson
