Yes. I get something like that when i need to get items for a quest. I have the required amount of one item but not the other. If i keep collecting the item i don't need, it'll give a bigger percent of the amount i need - but it's not that bothersome to me.

it's not a bug.. you get those numbers on repeatable quests..
