I bought a Recipe Elrue and Recipe Hp scroll but when I try to use them it says "selected production skill cannot be learned". What do I need to do to be able to use these skill scrolls?

If you press the "K" key a box will pop up. Do you have any skills for either of those? If not you'll need to set those as your skills before they will activate and be able to be used.

He won't be using the HP(vitality) scroll anytime soon. That takes 300 scroll making skill.

True, but I saw the Elrue part. Recon I've done this so many times over and over it didn't dawn on me till you just said it. :D
