At the moment its closed beta so its beta tester only so... they haven't decided really and they have full closed beta at the moment:(

like many said, this is still CB, so the item shop won't be released for a while.
cash shops usually come out when the CB test runs are finished, along with the open beta
and the official release without any (or minimal) bugs will come out and with it,
perhaps a cash shop will tag along as well~ ;3

i have a hard time seeing this game not F2P with cash shop. i'd be amazed if that doesnt happen.
