Ok so yah im level 20 now so i can start to have fun with the game but all the level 20 weapons need you to also be a clever fighter? what the hell is that? How do i become a clever fighter?!?!?

Talk to the warrior by the fountain in Elderine. He will give you a quest to begin your quest to attain true Clever Fighter status (which will then allow you to equip anything 20+). Also, hold off on buying a weapon as that will be a reward for completing that quest to become a true Clever Fighter.
