This is a bug in the Production skill Scroll making.

The first scroll you see in the list is power(tier 1).. The first scroll you can buy at Ruby is increased accuracy. And when you use the scroll is it power you activate, and when you then again use the scroll is it increased accuracy again.

Using the "Search" feature at the top produced at least 5 pages of results, many of which ask the same things you are. :)
