quest bug

I can't do the newb quest for newbies...

It says Your lvl 1 have to be lvl 12.. DOesnt make sense, the SOS guide says so.

You have to talk to the SOS Guardian, not the guide. The Guardian will give you quests to reach level 11 and will teach you the basic lay-out of the game.
