Can anyone help me I have a lvl 5 mage and I don't know if I have to do a quest to get new skills or if I get to a certin lvl to get them can someone help me plz?

dude.... press shift + z, turn off people - go talk to Skill Master Ruby - she sells all skills up to lvl 20. She will be in town by healer/weapon blacksmith. You can highlight the dots on your map to show her name.
