Can't download the game

When*I run the OutsparklauncherSetup.1.0.0.exe its starts up but when it goes to the Windows Installer but the then it saids my PC is in safe mode or my window installer isn't installed correctly(which is crap cus i download with it everyday) well if i can get a site with a better client download or a way to fix this problem then I will see u guys in game ^ ^
