I've tried to gift to others and even an alt account and it always says: "Sorry, but Outspark does not recognize that user ID" or some such.
What's going on?

Are you certain you're spelling the name correctly? With proper capitalization and such?

for this do you need to enter a forum name or in game name? >.>

Be sure you are entering their account names (ie: for me it would be DaveFS), not their character names.If that doesn't work,please make sure you spelled it right.
