so you see they got a new feature where you complete offers for sparkcash and i completed they asked for phone thats whn i was suspicious i mean is it safe to do the offers if i put my cellphone number will they identity theft me or anything.because i put this on yahoo answer and they said its a scam

It's technically safe to do it, it's not identity theft, however it's not free. Once you put in your number, they start charging you monthly for their crappy services.
