Questions about fighter lv 20 skills

Can anyone help me out with the lv 20 skills? I can't find some of them on sale from the fighter guild master. There are few of skills such as:

1) morale decrease
2) snear shout

Can anyone let me know where to get those? or I need to get those from mob drop? If so, which mobs? or I obtain them from quests? Thanks

you can find those in eldrine , talking to the fighting guide. when you talk to him just scroll over and you will find him.
