Does the Ratman Killer license do anything special? Or is it just for the sake of having a title?
If it does something please tell me what it does.

Licenses increase your damage output against specific mobs as well as giving you a title. It start at +15% and can go up to +35%.
You must kill enough mobs to lvlup your license, and you can register up to 3 licenses on a weapon.

And you have to have the last it so if you're in a party it might take a little while longer. And the higher level monster license, the more you ave to kill. You have to kill 5 Harkan just for 1% on Harkan license. :/

hmm, I think it is XP based, or it would be very unfair to clerics.

It already is unfair. The cleric has to kill to lvl his/her license.
