I've seen some weapons where the crit has been increased like +5% (+1%) crit. How does one go about doing that? o.O

Some Green weapons have a natural +crit %.
I have upped a few of mine by maxxing out licenses. My Ice ViVi license is maxxed and it gives 40% dmg bonus to Ice ViVi's and a +1% crit increase to my Xbow.. I have 2 more licenses to max out on it and it should give a +3% crit chance when I am done with it.

Licenses do not stack for crit%. Ice vivi license will get to 40%, giving +1% crit. Fire vivi license will get to 50%, giving +2% crit. Higher licenses give even more +crit%, all the way up to +4% crit.
