The Mage Skill NPC in Elderine has the dispell spell. ;)

There's a page 2 in elderine's Skill master. =) check em out, same goes for ruby - for production skills and uruga skill master. many didn't realise

Dispel deffinately does not suck as you say. It gives the mage a power that is not available to other classes. You now have the ability to remove buffs and low grade curse with the first level. So when you, or anyone for that matter, turns red or blue you can cure it. Very nice to have trust me. Level 41 mage here and that is my 2 cents.
