Not just me couple of my friend tried skill empower it doesn't work for them either, is just us or is there more people the skill empower doesn't work

i had trouble with this at frist too...
1: click empower..
2: click on the skill that you want to empower.
*NOTE: not all skills can be empowered...and not all empwerd options work on all skill ether.
3: drop skill in the emty box in empower box...
4: then just click on the up arrows and see were you can aply or not aply points.
2:exaple: the skill HEAL you can aply points to cool down and SP BUT CAN NOT aply points to the damage/buff time options.
