How can I get Cleric armour of above Level 20 besides buying from the Elderine shop, player vendors and monsters(if they even drop).

Are there any quests that give these armour pieces?

do KQ, they sometimes give you good gear for lvl 20 ++

well...kq only rarely gives the armor. i don't think you really start getting armor from quests again until the lvl 30s tho. besides your lvl 20 weapon and skill from the job change and new skill quest.

or do like what i did, shout in elderin buying cheap lvl 20 cleric top/gear some ppl wanna get rid of them at cheaper prices than NPC, i think i got mine for 2.5s at +3

bought mine for 2s at a player shop
