i cant seem to use my skillpoints the window appears but i cant do a thing wich level do i need to be to use the skill emp.

open skill page...click on skill empowerment(opens up new window)...left click on skill you want to empower and place it in the little box of the new window that opened...use arrow keys to empower which ever one you desire
