It's ultimately a matter of finding someone selling the skill as its not sold anywhere in NPCs. ~.~

yes you can create vit tier 2 and lvl 1 but you have to have made 1700 other scrolls

Yup. I've seen Tiers go up to Tier 5 so far (only on GMs though) but without the actual Skill Scroll for that Scroll you will never be able to make them no matter how many points accumulated from making stuff.
