how do i get one of those "Lucky balls"?

Random monster drop, and you gotta be lucky to get one.

Edit - I forgot to add, I'm not sure at what level they start to drop. I believe I've heard monsters above level 15 can drop them, but not below.

I think you also get one if you win in a Solstice Survivor event...
