Wing Stones for the Goddess Wings

How can I obtain these elusive stones? I've checked the skill merchants to see if I can make them, checked the item merchants, and every other merchant & NPC I can think of*and find yet they still elude me. If anyone could help me with this*I would truly appreciate it; I would even be ecstatic for a hint.

I believe you can buy goddess wings in elderine o.o

I have the goddess wings. When I went to try them out it said I need wing stones to fly. I've looked everywhere and tried everything...except the right place and the right thing.
