Unable to get Golden Hill Quest 3

I've completed gh1 and gh2 but there seem to be some code problem with getting gh3. There is no options for me to accept/reject, just some '=' sign. Here the screenshot of it.

Nobody can do this quest as of now, I know on the Bijou server at least.
