Skill NPC, just like every single other skill in the game. The arrows at the bottom let you flip the page. Most people don't see them for some reason.

They are under the "alchemy" tab

Skill NPC Ruby Rouman Alchemy tab, and at the bottom there are < > to turn pages, look for scroll icons only buy what isnt red lettering to you like i think Skill Lv 0 is Aim and Shield scroll like 250c each
