All my characters have gotten the apprentice title at around lv10.

Yes you need to reach lvl 10.

u reach lv 10 and then change ur status thingy to aprentice archer(the list where u change ur title)

hey guys, im lvl 21 but im not getting my quest to be a hawk archer
Scout master deikid keeps giving me the options Purchase and Close
what can i do???

This thread has been dead since 2007.
To do your job change quest be sure to check in with Sean in Forest of Mist. You should also be able to speak with Shutian in Elderine for more information if you have not completed the quest from him giving details regarding the Job Change.
