I'm level 22, i've got a priest with me.. Balderan is O.k. Where else is it possible to level?

Balderan is the best place at level 22, amakusa fighting crows would be the only other option around that level. I'm not sure if crows are blue or red at level 22, if they're red balderan is the best area to level at 22.
