I was told that u had to contact a GM about the marriage thing after u both buy the wedding set. You need to pm a gm on the forums. Shouting in game won't work. If you can't get a gm directly pm customer support and they will help. Have a date, time and place and whether you need a transport in your message. If the date or time is bad they will offer alternatives. It's been awhile since I did mine, but a friend did this last week, so the info is up-to-date. And you do both need to have the wedding set in your cart so they know you are serious.
