There are those who have been able to level to level 50 in under 3 hours. If all you are interested in is leveling, then you should do the following:
1. Buy a 100% and a 20% Sparkcash booster if possible. You can get an additional 15% by buying a boost bag, bear boost helmet, and bear boost suit. These cost real world money. Even if you do not wear these during grinding, you can wear these when you complete quests. If possible, wait for a boost weekend like the one going on now and then go for it. The best quests include red and white paints and turning in books for leveling. You will need hundreds or thousands of these ahead of time so if you are new you probably will not be able to get to level 50 in under 3 hours. Another good quest is the lvl 31 quest with the red demon’s blood and sealed report. Again, if you have not been playing the game for a while to accrue lots of items and money you may want to do what you can in terms of quests and grind, grind, grind. Sparkcash will always enable you to level faster. If you do not have cash to blow on this “free” game, then just do as many quests as you can. Take advantage of all repeatable quests. Consider partying with different classes. You may get lower experience per kill, but you kill a lot faster and it is generally more enjoyable and less boring. You can also get an experience boost if you have all the classes. I did not do any quests except for the fairy sphere, item enhancing, new hammer, and son’s letter quests until I was level 54. It took me about 3 months of playing 30 minutes about 3 days a week. Most casual gamers (approx 3 hours a day) reach level 50 in 2 weeks now since it is a lot easier now.
2. There is a lot more to this game then just leveling fast. The higher the level you get, the better equipment you will need. This will require lots of kron and xen stones. I suggest farming as many leather, wood, and fairy powders as you can if you are a new player. You can trade these for lots of money and xen stones since they are required for an advanced pet (like an elephant). Make sure to check all equipment that drops from mobs to see if there are any additional points. Make sure to keep these and either use or resell them. Gears with 6 additional points are particularly valuable and can sell for as little as 5 million kron or as much as double digit xens (for example, an ap 6 satisfaction armor might sell for 30 xens). Many higher level gears can only be traded for with xens so think twice about selling your xens. Getting involved in a guild can give you access to knowledge and possibly items and power leveling (yuck) which MAY help you progress faster.
3. Doing massive spamming of repeatable quests and power leveling take a lot of fun out of the game. You generally meet a lot less people, earn less money, and pick up less ap 6 gears. I played a squire as my main character and solo aoe’d from level 51 to level 97. This was far less fun than partying from lvl 16-50.
It is really up to you but I recommend grinding and doing whatever quests you have stuff to do. Don’t waste time searching or buying stuff for quests unless you are loaded with hundreds of millions of kron.

WHAT!? There are quests! My lvl 74 (now) cleric just finished three quests that got me over a full level. And at this high, exp is hard to come by. So don't tell me there are no quests. The Mithral Mines set gives a ton if you do all four parts. The First Aid quest for the guard on lvl 2 of Cobalt Caves gave over 600,000 exp. And you get 1,000,000 exp (which for my lvl 74 cleric was still 65%) if you do all three parts of the Cobalt Caves Punitive Force Quest. Then there is the Sea Pages Quest, and the Bones quest... there are a lot of quests that give good exp. Note: the percent I got was with a 100% boost book. But even 30% in the lvl 7X's is awesome.
