Is the evasion skill passive? Is it worth getting, because I'm sort of poor and don't want to waste money if it's not.

Also, what skills are the best to get for 1st job? I know increased range is really important and the one that stuns people looks pretty cool.

Yeah it's passive. If you're just doing PvE it's not that big a deal, but it's nice to have if you PvP. Who doesn't object to more defence?

If you're poor, go to one of the beginner places where you can OHKO enemies and beat them with a novice weapon. Or use your bow, if you want.
Or go fight some Peaches and Dumplings and sell their drops. Those fetch a pretty price, and if you're in channel 1, you might find a novice buying the loot (job changes) for a higher price than NPCing it.

If I'm not mistaken, you can get every skill- there's no limit. So just buy the skills when you get the chance.
But I'm not sure on this, since I don't level my skills past 1, 'cause I don't find it necessary yet. ^.^

All skills passive or active are important. < In a nutshell.

Edit: If you can't afford all of the skills, only buy the active ones, but when you make more money, buy the passive skills too.
