level req for shouting?

I was wondering if maybe there's some sort of level requirement for using the /s command?

When I made my cleric (currently level 12) I couldn't shout with him, then all the sudden one time i tried it and magically it worked!!

Now I'm trying out a new class, and I'm trying to use the shout command and again... it's not working!!

So again, is there some sort of level req to using the command? Or am I just having horrid luck?

Yes, there is now. They added it about a week ago.

You have to be 6th level or higher to use shout now.
