Weapon skins?

Is the 10% Dmg increase a increase to total Dmg or to weapons dmg? If weapon Dmg, is it to base weapon Dmg or base and the plused value? And can you put it on and take it off, inactivate sort of, so you don't have to use if you don't need.

I'm not sure about the damage, but you can unequip the skin to "inactivate" it, if you want to save the duration.

Total damage I think....Adds 400 m.dmg for me....and my BK wand doesn't have 4000 m.damage....
