You can't start these quests, KQs, or what? Are you trying to join them but they're filling up before you can get in? What?

Ah I understand. The KQs fill up very fast, overall. You will just need to try to get into the one after it. Hopefully it shouldn't be so hard now that three servers are up and running but I have the feeling it'll still be problematic for some.
