On Mall Street when u take quest from Peter for delivering his letter u start to run very very slowly, thats because "Peter Love Letter" weight is 6500. And u can't throw it away.

Sorry to have to tell you this, but the purpose of the quest is to be irritating, else it'd just be "walk to here, then to there"
By the way, she is in Summhill next to the Armoury.
Sure you can't drop it?

Yeah it cannot be thrown and sold, only can delete it from inventory, and btw i found this Npc. Just scared weight of letter.

ummm i have a problem with that quest... i kinda deleted the quest haf way thruge, i tho the letter woudle be deleted to (yes you may call me stupid i know i am T.T) and now i have a heavy letter i can't get rid of.... help?

You can get rid of the letter. Select the letter, then click the trash can button near the bottom of the menu. That should get rid of the letter and it's horrid slow movement.
