How can I get the shield scroll produce skill Tier 2 ?

I am learning the scrolll produce skill, I can find easily the Tier 1 magic defence and the Tier 1 shield scroll produce skill book at the shop of Roumen. Also I can find the Tier 2 magic defence scroll produce skill at Elderine.

But, where is the Tier 2 shield scroll produce skill book? how can I learn this skill? I cant find it in Elderine or Uruga or anywhere else, who knows please tell me, you will be very helpful, thanks in advance.:)

There are a few tier 2 scrolls missing from vendors at the moment, the only way you will get them is via a lucky monster drop. A very very lucky monster drop :)
