quick slot problem

Having a problem with my quickslot, for some reason, it's not letting me put anything in my quickslot, I'm probably just doing something wrong, and will most likely feel like an idiot for this later, but som assistance would be greatly appreciated.

I don't know why but you have to position it within a certain area inside the quickslot/hotkey or else it won't stick. I too had that same problem a few times.
