2 Rogue questions

First my rogue is lvl 27 and I was wondering if someone could tell me why i can't learn the skill accuracy that says you can learn it at 26.

Second how many Felons have you seen or do you have one? I have not seen one so far so I am just curious there.

Supposedly now you can use the accuracy skill, I am 30 now and used it at 29, earlier today. So if you haven't tried today try again, and if it doesn't work then I guess you will just have to wait a few more levels. I myself haven't seen a felon, and I don't think there will be one for awhile since I think it takes lvl 66 to be one.

ya ive tried the skill and it doesnt work but ill just keep trying every time i lvl up

I can't I am beginning to get tired....1 30 am. I need to stop staying up late and getting up earlier and become like a normal person I guess. So I am outties!!! Lvling the rogue more comes tomorrow, though it is so sad when the open beta happens, that pretty much guarantees all of my hard work going down the drain. O well.
