Skill targeting?

I'm curious as to how the skills target. I'm planning on making a Healer once OB starts so more towards heals and buff skills. But do you need to activate the skill then click on the target (like in Ragnarok Online)? Or are you able to highlight the target first and then cast skills on them constantly (Like Fiesta or a number of other MMO's)? It doesn't make that big of a difference to me whether you can or not. I personally enjoy the second type but that's just because it's hard to target a tanker in a group of mobs lol.

If you select the skill without targeting it will bring up a little targetting crosshair, use this to select a target.

If you already have a Target, the action will commence on them~
