WSP is gained by fighting in PvP battles. As a Novice, this would be Arena. As a Rogue, you could do Arena or Death Match. I prefer Death Match, but that's just me. You can also buy a license from someone else, but I highly recommend getting practice in PvP if you want to really enjoy the game.
