Can people from Thailand play this?

Well, as the topic title says, can they?
I namely have a friend from the USA that moved to Thailand.
Since we were both selected to play CB, we downloaded the game.
Everything works perfectly for me, but for some reason for my friend it says something along the lines of "Error 403: There was a problem logging you in.
Please check that your username and password are correct, and that you are running the latest Outspark software.".
He tried about 50 times, with no luck, logging on the site works fine.
Now the question is, is this a problem with his computer or do they IP block Thai IP's?
And is there a solution to this?

As far as I know, the errors that occur are being worked on. I actually doubt that the IP would be blocked because of the location he's living in. Because this game is in English, and usually games that are in English do not block other countries from playing. Usually the only ones that do that are Korean Games. This was designed from Korean, but this is in English, so there is a difference. We'll see what happens. Hopefully everything will be fixed soon. I'm trying to get a file from GM Murdock, hopefully he'll give it to me. I can fix the Patch Error, but the Login Error I haven't gotten yet, because I haven't came across an error like that one yet.
