Hit generally refers to the variable used to determine how likely your attack is to actually connect w/the target rather than "Miss." Typically higher level monsters have increased dodge abilities, so you need a higher Hit stat to hit them more frequently/successfully.

Some games don't allow you to hit 100% of the time regardless of how high your Hit stat is; I don't know if this is one of them or not, and discussion of it prior to Open Beta probably is probably premature anyway since the data, thresholds, formulas, etc. could very well change.
