Many set items increase the "attack rate" of certain skills. However, I am confused as to what this "attack rate" really is. For example, the level 75 fighter defect set gives an increased attack rate to immobilize (with 2 pieces equipped). When I hover over immobilize in my hot bar, it shows a +25% damage increase (not from me empowering it). To me, attack rate is how fast you attack, or the how fast the cool down on a skill is.
What do you guys think? Is it a bug and it is supposed to be a faster cool down, or is it more damage, like how they've implemented it now?
On a side note, I dont think the level 85 set items abilities are working. I've got on two pieces of Blow armor (increased attack rate to immobilize) on, but I see no damage increase when I hover over the skill. Same with the level 85 Strike Set.
Hopefully, these are bugs and will be fixed in the next patch....I doubt it.

Hmm... terminology is tricky, I think in this instance "attack rate" = more attack power = more damage.
If you are referring to more speed in using weapon skills, the terminology Fiesta usually use is increased "cool down" rate.
So for your first example, I do not believe its a bug.
As for the blow armor set, there have been posts by others that the level 85 blue set skills do not work currently due to a possible glitch from a current patch. Another possible reason that immobilize skill did not show an + attack % boost on the armor is because the skill is not yet implemented in the US version of Fiesta, nor is it obtainable currently as a skill for Archers during the next level 105 cap, as far as I know right now.

I got multi 55 on my archer, it seem it inrease the damage of multi skill too. But since I empowered the CD the result is good. Still need to get my fighter to 55 to see that set. Sun set I need to ask my friend, I give to her but so far she just love them.
