All items in the Cash Shop require Sparkcash to be obtained. In order to get sparkcash you must pay real money to get it.
The Cash Shop is what keeps the games at Outspark free to play, since it helps pay for the updates/changes/etc. But buying Sparkcash is completely optional, you are not required to pay if you don't want to.
As for money you acquire in-game, that involves no real life currency and you can earn it by simply questing, selling drops from monsters, or production skills.
